https://bugs.gentoo.org/840239#c5 ,

how about to have a short message when posting a tatt log,
maybe something like : please proceed and keyword this/these package(s)

to imply AT-ers will *NOT* send a PR, so we(dlan & jsmolic or other dev) can just proceed the keywording ..

==== example
please proceed and keyword these packages

USE tests started on Thu Apr 28 01:44:10 CST 2022

FEATURES=' test' USE='' succeeded for =dev-lisp/clisp-2.49.92-r1
USE='X berkdb -dbus fastcgi -gdbm gtk -hyperspec -pcre postgres -readline -threads -unicode -zlib' failed for =dev-lisp/clisp-2.49.92-r1

====

motivation, let users decide if they want to send a PR (to preserve their credits/authorship)

but it's totally fine to not send PR for simple/single leaf package (cut it for simple case)
  1) tedious to go through github procedure, and not abuse it(manpower) too much
  2) and for myself, I find it's slightly more efficient to use nattka directly
